PREAMBLE
KEY CONCEPTS 


European Group of Economic Interest:
Villages of Tradition - Rural Development G.E.I.E.


European network composed by the Italian Association For The Development of Rural Tourism - The Villages of Traditions and of ATA - Associação de Turismo de Aldeia, aimed to enhance and promote the quality of tourism in the Villages of Tradition European network , to regulate and monitor the brand Villages of Tradition.
To this European Economic Interest Group are bound, as regards the philosophy of the basic concept, the remaining private national Bodies responsible for the classification of the Villages of Tradition.

 

Local Action Group


Not-for-profit private law Body, associated to the national private Body responsible for the relative classification of the villages belonging to its own territory, whose aim is the local promotion and development and whose task is the establishment of the Villages of Tradition within its territory.

 

Village of Tradition


Agglomerate of population in rural areas with defined limits according to the anthropogeographic conditions detected which constitutes an area of significant historical value asset and which has a specific feature, which expresses itself in the tradition of its own assets and products, and whose population is identified with an integrated project of preservation and capitalization of the related values.
Fall within the category of the Villages of Tradition, geographical fractions with defined limits on the basis of the anthropogeographic conditions detected traced on topographic maps relating the municipal territory according to existing legislation.

 

Brand "Villages of Tradition"


Brand which identifies the Villages of Tradition that comply this Manual of Qualification and who were classified by the relevant private national Body, aimed to the recognition of this brand.

 

Asset Value


Cultural heritage which constitutes the collective memory of the population and is expressed in buildings, in the humanization of the landscape, in the balance with the rural area, in the everyday events and particularly in the customs and traditions of cultural and socio-economic conditions.

 

Life and Dynamism of the Villages


Stay of a population with a cultural identity based on the historical evolution of all that is identified with a local dimension and which keeps alive the spirit of cooperation and mutual help by ensuring the continuity of the concept of safeguarding the values of the local cultural heritage.

 

Assets and Local Products


Offer of products and provision of traditional services that, because of their features represent a reference to the guarantee of the Village and its people, and in which are incorporated arts and crafts, food products, housing in any Rural Area, complementary assets and other local entertainment resources.

 

Motivation of Population


Clear availability from the local population to promote or join to the processes of preservation and sustainable development, which ensure and support the regeneration and the improvement of the living conditions of the rural environment by integrating a joint effort of public and private initiatives whose aim is the dynamic yield and the promotion of their villages.

 

NORME

 

CHAPTHER I : Purpose and Range

 

1st Article  (Purpose)


This Manual of Qualification aims to define the technical standards which the Villages of Tradition shall comply.

 

2nd Article (Range)


This Manual of Qualification enters in a European context and presents the respective specifications for the various Countries forming the Network Villages of Tradition.

 

CHAPTHER II : the Villages of Tradition

 

Shall be exempt from sending the application form to the classification of the Villages the Tradition all towns, extra-hotel assets, economic assets on quality and / or cultural products, tangible and intangible, that have already owned the trademark in the previous edition.

 

3rd Article (Eligibility criteria urban / architectural features )


Depending on the country in which they occur, the Villages, in order to be classified as Villages of Tradition, shall possess a heritage of urban / architectural quality which detects the following points:

 

a. Prevalence of a particular settlement and historical buildings of tradition which have a sense of unity and homogeneity of the mass and constructed volumes, with a predominance of value buildings of historical, architectural and decorative quality (doors, windows, arches, balconies, staircases, frontons, stucco works, roofing, plaster, frescoes, masonry type, particular structural design feature, etc).

 

b. Quality of accessing to the settlement and to the historical buildings with suitable pathways within the village.

 

c. Presence of a cultural, historical, social and traditional relationship between the agglomeration of the mass built and the rural and natural environment surrounding.

 

d. Preservation of the traditional historical architectural features of the buildings, with a prevalence of the original structural features and / or restoration or recovery works in accordance with the existing regulations in the field of recovery and enhancement, which does not have compromised the original appearance and the historical evidence.

 

4th Article  (Eligibility Criteria historical / intangible-cultural features )


Depending on the country in which they occur, the Villages in order to be classified as Villages of Tradition shall possess at least one of the following heritage features (of the following subparagraphs a, or b,) of historical / intangible-cultural quality which detects the following points:

 

a. Historical records hold by the Village and / or by Bodies to which the Villages belong and / or by recognized local Association, evidence of the presence of such distinguished historical figures, idioms and / or remote chants as an integrated part of the heritage of the Village and as a sign of its cultural identity.

 

b. Historical records hold by the Village and / or authorized Bodies and / or recognized local Association, representations, evocative rituals of ancient tradition that the community of the Village recognizes and manifests as an integrated part of their heritage and as a sign of its cultural identity.

 

The evidence, as for the point a and b, shall be detected within the geographic limits of the Village itself and constitute such historical evidence through which Bodies of affiliation and / or local recognized Associations have performed at least one edition of the activities relating to them, aimed to the promotion of the same in order to give benefit to the territory in terms of alternative tourism development in the Village.

 

5th Article  (inhabitants)


The Villages must have a population which guarantees certain quality of life and dynamism, presenting such specific features depending on the country in which they occur:

 

In Italy : cannot exceed 6,000 inhabitants;
In France : cannot exceed 6,000 inhabitants;
In Romania :

a. cannot exceed 200 inhabitants (within the nucleus of the territorial area of the village);

b. cannot exceed 1,000 inhabitants (within the territorial perimeter that embraces the village);

c. 25% of the total number of rural buildings shall be inhabited. This index includes the present and / or resident population.

 

6th Article  (Accommodation facilities, economic and / or cultural assets)


The Village of Tradition shall provide:

 

a. a significant agro-forestry asset as part of the local economy.

 

b. presence of the agro-forestry asset linked to the possibility of its fruition, to the ability to offer local products to visitors and that it represent a guarantee of quality of life and continuity of the man-made landscape.

 

c. the existence of accommodation facilities, economic and / or complementary cultural assets related to traditional arts and crafts, to the tourist hosting, to the gastronomy and to the implementation of events and entertainment.

 

7th Article  (Enhancement and Promotion)


In order to be classified as a Village Tradition it is needed to demonstrate a willingness and a policy of enhancement, development, promotion and animation of its cultural heritage, as per Article 3rd and 4th, measured according to:

 

a. Organization of quality and original events

 

b. Organization of permanent and / or temporary demonstrations which stimulate the tourist visits

 

c. Existence of an information and accommodation point

 

d. Presence of an offer of accommodation, dining and recreational activities, sportive and / or cultural

 

e. Existence of art craftsmen or services

 

f. Existence of commercial assets also in virtue of the enhancement of the rural environment.

 

8th Article  (Exceptions)


It is preserved the chance to be classified as Villages of Tradition, under the exception in the event that they do not comply with all the requirements, indexes and percentages defined in the related 3rd and 7th Articles, the Villages which bring together various conditions of quality, of a recognized historical, artistic, cultural, architectural, environmental and landscape value, which will be able to increase the number of tourists and visitors, and contribute to strengthen the image of the region.
In such exceptional cases, the National Authority responsible for the assignment of the "brand", shall provide to the European network reasons based on their related classification.

 

CHAPTHER III : Accommodation Services

 

9th Article  (Non-hotel accommodations)


A non-hotel accommodation that wants to use the brand "Villages of Tradition" shall:

 

a. Being located in the territorial geographic limit of the Municipality, to which it belongs, submitted for the candidacy as Village of Tradition or already recognized as such by previous editions.

 

b. Be in possession of proper license issued by the competent Bodies in one of the manner provided by the rules of Tourism in Rural Area and compliant with the applicable legal provisions;

 

c. Comply with the provisions set out in the Regulation concerning the Villages of Tradition - Accommodation, of the Country in which it is inserted.

 

CHAPTHER IV : Restaurant Services

 

10th Article  (Restaurants)


A restaurant wishing to use the brand "Villages of Tradition" shall:

 

a. Being located in the territorial geographic limit of the Municipality, to which it belongs submitted for the candidacy as Village of Tradition or already recognizedas such by previous editions.

 

b. Be in possession of proper license issued by the competent Bodies in one of the manner provided by the rules of Tourism in Rural Area and compliant with the applicable legal provisions.

 

c. Comply with the provisions set out in the Regulation concerning the Villages of Tradition - Restaurant, of the Country in which it is inserted.

 

CHAPTHER V : Entertainment activities

 

11th Article  (About the activities of animation)


An activity of animation as per the 3rd Article wishing to use the brand "Villages of Tradition" shall:

 

a. Being located in the territorial geographic limit of the Municipality, to which it belongs submitted for the candidacy as Village of Tradition or already recognized as such by previous editions;

 

b. Fall within the category of the previous 4 th Article paragraph a and b;

 

c. Be connected to the traditional activities with ethnographic roots the region where such village enters.

 

CHAPTHER VI : Products

 

12th Article  (Exhibition and sale areas)


An area of exhibition and sale of the Village candidate for the assignment of the brand Villages of Tradition shall:

 

a. Being located in the territorial geographic limit of the Municipality, to which it belongs submitted for the candidacy as Village of Tradition or already recognized as such by previous editions;

 

b. Being placed into a structure whose architecture is in accordance with the overall image of the Village;

 

c. The structures may be independent or be placed in another type of structure used by tourists or visitors located within the Village;

 

d. Marketing of national products related the rural community and.

 

e. Operating regularly, even in periods of increased influx of visitors, such as weekends and holidays.

 

CHAPTHER VII : Evaluation Commission of the Villages of Tradition

 

13th Article  (Evaluation Commission of the Villages of Tradition)


The Evaluation Commission of the Villages of Tradition will operate as follow:

 

a. In the context of the Advisory Board of the Association of each National Body responsible for the classification of the villages with brand Villages of Tradition, depending on the statute of these Bodies.

 

b. It is obligation of the Evaluation Commission of the Villages of Tradition to issue counsels about the signaling type that shall be ensured to the Villages of Tradition and about the classification of activities they carry out.

 

c. The counsel shall be issued according to the agreement reached between all participants in the meeting held for that purpose.

 

d. The Evaluation Commission consists of the representatives members of the respective Partner:

• Italy: LAG Partenio Consorzio in the person of the coordinator Maurizio Reveruzzi
• France: LAG Pays Othe-Armance in the person of the coordinator Delahaye Steven
• Romania: LAG Asociatia Timis Torontal Barzava in the person of the president Duta Gheorghe

 

The Evaluation Commission composed as above, will be supported respectively by experts with scientific and technical skills and professional experience in the field of landscape planning in the field of history, art, environmental protection, preservation of cultural, environmental and landscape heritage.

 

CHAPTHER VIII : Classification of the Villages of Tradition

 

14th Article  (Documentation for applying to the Village Classification according to the criteria of urbanism / architectural quality and historical heritage / intangible-cultural quality )


The Municipality that wish to apply and be recognized under the brand of Village Traditions shall:

 

a. Submit the request for the classification to the Direction of the National Body responsible for the assignment of the brand, through the Local Action Group in the region where the Village is located, or to any other Body responsible for the implementation of measures for the development of the territory.

 

The request shall be composed of the following elements:

 

a. Request for classification through appropriate form provided by the National Body responsible for the assignment of the brand Villages of Tradition;

 

b. Topographic map of location into scale of 1:25,000, in A4 format.

 

c. Topographic survey of the village in scale, preferably 1:2,000, with adequate topographic indication of appropriate accessibility to roads for tourist use in the Village.

 

d. In the event of geographical fractions, with limits defined according to anthropo-geographical conditions measured in accordance with current regulations, shall be received a topographic map of the identified territorial limit in a scale of 1:2000.

 

e. A today's photographic documentation of the historical and architectural-urbanistic heritage and of the features of the buildings of particular merit of the Village, as per the 3rd Article paragraph a, b, c, d.

 

f. Ascertained documentation of at least one edition of the enhancement activity of the asset being part of the historical / cultural intangible heritage as per the 4th Article paragraph a and b, performed within the geographic territorial limit of the Municipality that wants to apply for the brand of Village of Tradition.

 

g. Historical and photographic documentation of the asset part of the historical / cultural intangible heritage, as per the 4th Article paragraph a and b.

 

h. List and topographic reference in a scale of 1:2.000 of the hotel and non-hotel accommodations facilities recognized in accordance with current regulations, with the respective Unit of Accommodation for tourists, in the geographic territorial limit of the Municipality, to which it belongs, and that wants to be identified with the brand of Village of Tradition (only for the villages with a population higher than 6000 inhabitants).

 

15th Article  (of Classification for the brand Village of Tradition of the non-hotel accommodation facilities, economic and / or cultural assets and / or classification of products and sales areas )


The accommodation facilities, economic and / or cultural assets wishing to use the brand Village of Traditions shall:

 

a. Submit the request of classification to be forwarded to the Directorate of the National Body responsible for the implementation of the brand, through the Local Action Group associated with it and in the region where is located the Village in which they are carried out, or from any other Body which present the counsel of the above said Body.

 

The request of classification of the non-hotel Tourist Accommodation Units shall contain the following elements:

 

a. Request for classification through appropriate form provided by the National Body responsible for the assignment of the brand Villages of Tradition;

 

b. Identification of the Accommodation Unit on a cartographic basis in appropriate scale, preferably 1:2,000;

 

c. Photographic detection of the Accommodation Unit both indoor and outdoor;

 

d. Architectural characterization to be classified

 

e. License issued by the competent Bodies for its functioning as a non- hotel tourist unit;

 

f. Statement in which it is undertaken to comply with all the requirements stipulated by the Specific Regulations in the field of Tourist Accommodation

 

The request of classification of the Restaurant Units shall be composed by the following elements:

 

a. Request for classification through appropriate form provided by the National Body responsible for the assignment of the brand Villages of Tradition;

 

b. Identification of the Restaurant Unit on a cartographic basis in appropriate scale, preferably 1:2,000;

 

c. Photographic detection of the Restaurant Unit both indoor and outdoor;

 

d. Architectural characterization of the Unit to be classified;

 

e. License issued by the competent Bodies for its functioning as a Restaurant unit;

 

f. Statement in which it is undertaken to comply with all the requirements stipulated by the Specific Regulations in the field of Restaurant Unit

 

The request of classification of the cultural / entertainment activities shall contain the following elements:

 

a. Request of classification through appropriate form provided by the National Body responsible for the assignment of the brand Villages of Tradition;

 

b. Descriptive memory, photographs and a complete dossier of at least one edition already performed within the geographic territorial limit of the Municipality that wants to apply for the brand of Village of Tradition, or already recognized as such by previous editions; The complete documentation shall be submitted in duplicate, respectively, in the original language of the country of origin and in English:

• Italy: Italian / English
• France: French / English
• Romania: Romanian / English

 

The application of classification of products to the brand Village of Tradition shall be submitted:

 

a. Through request of classification with appropriate form provided by the National Body responsible for the assignment of the brand Villages of Tradition and shall be composed of:

 

b. Transmission of samples and / or photos of products to be classified;

 

c. Descriptive memory of the production process and / or processing of the product

 

d. Document proving the compliance with current legislation on the product (when applicable).

 

The request of classification of the areas dedicated to the exhibition and sale of local products shall contain the following elements:

 

a. Request of classification with appropriate form provided by the National Body responsible for the assignment of the brand Villages of Tradition;

 

b. Identification of the area dedicated to the exhibition and sale on a cartographic basis in appropriate scale, preferably 1:2,000;

 

c. Photographic detection of the area dedicated to the exhibition and sale both indoor and outdoor;

 

d. Architectural characterization of the Unit to be classified;

 

e. License issued by the competent Bodies for its functioning as a Sale Unit;

 

16th Article  (Decision)

The approval of the request of classification of a Village Tradition or of a non-hotel accomodation facility, economic and / or cultural asset and / or quality product and / or area destined to the sale under the brand Villages of Tradition, competes to the Evaluation Commission of the Villages of Tradition.

 

17th Article  (Appeal to the decision)

 

After receiving notice of the decision by the Evaluation Commission responsible, the Municipal Body, non-hotel accommodation facility, economic and / or cultural asset that has submitted a nomination to the brand of Villages of Tradition, has at his disposal 30 days to:

 

a. Appeal to the Evaluation Commission responsible for the assignment of the brand Villages of Tradition author of the Resolution.

 

The National Body responsible for the assignment of the brand Villages of Tradition as a result of analysis of the counsel by the Evaluation Commission of the Villages of Tradition regarding the appeal, reevaluates the classification of the offer to the application and the t proponent Body non-hotel accommodation facility, economic and / or culture asset shall not:

a. file an appeal of the decision taken.

 

b. make new application for re-evaluation before one year from the date of the last decision proffered, therefore, only after the reported period The party interested to the application could submit a new application for classification to the brand the Village of Tradition.

 

CHAPTHER IX : Accompanying and taxation of the Villages of Tradition

 

18st Article  (Accompanying and taxation)


Once awarded the brand of Village of Tradition, each time is shown that a Village and / or a non-hotel accomodation facility, economic and / or culture asset does not comply with the rules set out in this Manual of Qualification, the National Body responsible for the assignment of the brand Villages of Tradition, informs the Body which submitted the request of the brand about the necessity of:

 

a. Proceeding to the correction of the requirements not met.

 

b. In the event that the proponent Body or the Body responsible for the economic /commercial asset does not carry out the corrections within the period prescribed, the National Body responsible for the assignment of the brand Villages of Tradition, can withdraw the classification of the brand to the asset or to the Village and, in this case, to all economic and / or cultural assets englobed in it.

 

CHAPTHER X : Divulgation and Signage

 

19th Article  (Divulgation)


The non-hotel accommodation facilities, the economic and / or cultural assets, as well as the Municipality, which will obtain the brand of the Village of Traditions, undertake:

 

a. use of the name and the figurative symbol on all the documents of communication with citizens and with third parties, such as municipal report, head letter on official documents, information brochures, newsletters, brochures, notices, posters, billboards, publishing, internet websites and any other actions of promotion or advertising purposes.

 

b. the name and the figurative symbol shall be represented without changing the graphic and primarily colored .

 

These actions are aimed at providing visibility to the entire network of the Villages, to the non-hotel accomodation facilities, to the economic and / or cultural assets to the products of Traditions and are intended to the construction of a tourist offer around the Villages and therefore to the triple objectives of rural and local quality, of notoriety and development.

 

20th Article  (Signage)


Each Municipality, non-hotel accommodation facility, economic and / or cultural asset and / or product classified as Village of Tradition receives solely and exclusively by the National Body responsible under the counsel issued by the Evaluation Commission of the Villages of Tradition:

 

a. The approval and authorization to affix in the main entrances of the Municipality, in the case of the proponent Body, the standardized panel including the name and the figurative symbol of the brand;

 

b. The approval and authorization to affix in the main entrances of the non-hotel accomodation facilities, of the economic and / or cultural asset and / or on the products the name and the figurative symbol of the brand.

 

c. Any unauthorized use the of the brand Village of Traditions is fraudulent.

 

d. In the event that the classified Village does not include service of accommodation and / or restaurant, shall be stated in a visible place, the location of the related existing services close to the village.

 

CHAPTHER XI : Applicable Legislation

 

21st Article  (Applicable Legislation)


Each Municipality, non-hotel accommodation facility, economic and / or cultural asset and / or product classified by the brand Village of Tradition shall:

 

a. comply with the conditions laid down in this Manual of Qualification and meet the commitments undertaken with the responsible National Body;

 

b. comply with the specific regulations of each Country, in case it exists, and with all the national and European legislation in force, with respect to activities carried out within the Village, the legal provisions on to the Tourist accomodation in the Rural on the Restaurant Units.

 

CHAPTHER XII : Approval, Review and Amendments

 

22nd Article  (Approval)


This Manual of Qualification shall be approved in the General Assembly of the European Group of Economic Interest: Villages of Tradition - Rural Development G.E.I.E., and also by the respective General Assemblies of each National Body responsible for the assignment of the brand Villages of Tradition.

 

23rd Article  (Review and Amendments)


In order to ensure a better implementation and defense of the quality of the brand Villages of Tradition and thanks to the experience acquired, the European Economic Interest Group: Villages of Tradition - Rural Development G.E.I.E, by its own initiative or following the suggestion of one of the National Bodies responsible for the assignment of the brand Villages of Tradition, may require that:

 

a. are carried out some corrections, additions or other types of changes to this Manual of Qualification of Villages of Tradition.

 

b. Any correction, addition or other type of modification to this Manual of Qualification of Villages of Tradition shall be approved by the General Assembly of the European Group of Economic Interest: Villages of Tradition - Rural Development G.E.IE., and submitted to the respective General Assemblies of each National Body responsible for the assignment of the brand Villages of Tradition.

 

c. Any correction, addition or other type of modification to this Manual of Qualification of Villages of Tradition shall not in any way be the cause of exclusion of a village already classified with this brand.
